Position Summary

The Senior Director, U.S. Policy & Research, Commercial Market Policy is a senior member of the U.S. Policy & Research team and is accountable for setting BMS’s strategy and policy agenda on pharmacy benefit managers (PBM), health insurance reform, and access in the commercial insurance market. The Senior Director should be an exceptional relationship builder who earns trust across the enterprise, with a proven ability to engage Market Access, Commercial, and other business teams to surface insights, data, and operational realities, and to translate them into policy ideas, positions, and action.

The Senior Director reports to the Executive Director, U.S. Policy & Research. The role serves as a senior external voice for BMS with trade associations, coalitions, policymakers, and other stakeholders.

Key Responsibilities

Strategic Leadership and Policy Agenda

  • Develop and own BMS’s multi-year commercial policy strategy and agenda across PBM reform, supply chain, and the commercial market, with clear priorities, objectives, and measures of success.
  • Proactively engage internal partners across the business to understand commercial, access, and operational challenges as they emerge, and convert those insights into policy options, advocacy priorities, and recommended actions.
  • Anticipate legislative, regulatory, and market developments through horizon scanning and scenario planning, and recommend proactive positions that position BMS ahead of emerging risks and opportunities.
  • Integrate commercial market policy strategy with BMS’s broader U.S. federal and state policy priorities.

PBM Reform

  • Serve as BMS’s strategic lead on PBM reform, shaping positions on transparency, delinking, competition, vertical integration, pharmacy contracting and reimbursement practices, and market structure.
  • Collaborate with other members of the USPGA team to align policy positions and strategy with Medicare, Medicaid, and state policy agendas.
  • Define the legislative and regulatory strategy across Congress and federal agencies, including key legislative vehicles and ERISA-related considerations.

Commercial Market Access and Affordability Policy

  • Set BMS’s policy direction on commercial market issues, including utilization management (prior authorization, step therapy, and formulary design), patient cost-sharing, copay assistance, accumulator adjustment programs, maximizers, and alternative funding programs.
  • Assess how commercial market reforms affect patient access to BMS medicines and the business, and develop evidence-based solutions that reduce inappropriate barriers to care.
  • Provide strategic counsel to Market Access, Pricing, and Commercial leaders on policy-driven shifts in the commercial landscape.

External Leadership and Influence

  • Serve as a senior BMS representative and, where appropriate, lead voice in trade associations, coalitions, and think tank discussions, shaping industry positions on commercial policy.
  • Represent BMS publicly on commercial policy issues and strengthen the company’s reputation as a credible, solutions-oriented policy leader.

Qualifications & Experience

  • Deep expertise in PBM and commercial payer policy, with a track record of shaping strategy and policy outcomes rather than analysis alone.
  • Intellectually curious, with a demonstrated ability to ask the right questions, probe beneath the surface of an issue, and quickly build command of unfamiliar business, operational, and policy topics.
  • Demonstrated ability to build relationships and influence at senior levels across a wide range of internal and external stakeholders, including policymakers.
  • Exceptional written and verbal communication skills and executive presence, including experience advising C-suite or senior leadership audiences.
  • Bachelor’s degree in public policy, health policy, political science, economics, public health, or a related field required. Masters degree preferred.
  • Minimum of 15 years of progressive experience in health policy, government affairs, PBM/payer policy, market access, supply chain or trade policy, or related fields, including significant leadership responsibility.
  • Strong commitment to BMS values and to ensuring patient access to innovative medicines.
